Abstract

Human resource development is the core of community development, although development
requires the production of goods which are the necessities of life for many people. Becoming an
independent society, advancing to meet the needs of life is the ultimate goal of community development so that it can become a society that is physically and mentally prosperous. The
initiation of the establishment of BUMDes requires a special legal construction that manages the
existence of BUMDes as a business institution that supports the community's economy. This
research is a normative research using secondary data as a result of literature study which is
processed qualitatively. The Village Milk Business Entity was built by the village government for
the purpose of being able to move the wheels of the economy in rural areas. The main obstacle in
developing BUMDes is that the BUMDes regulations are too complicated due to the unclear
status of BUMDes as legal entities so that access to capital is difficult to obtain with capital from
village funds through direct participation. The PP Desa and the Village Law in this case explain
the status of BUMDes as a Legal Entity as a problem and debate that often arises in the
community. Behind that, special legislation is needed that regulates BUMDes so that in the
management of BUMDes it can contribute to the economy of rural communities.
